Usually you will see 6100 out of those 6600. 6600/8=825KB/s assuming I GET ABSOLUTELY NOTHING below the max cap on the whole download. It just stood over 900KB/s after the first half no matter what. According to the test, I downloaded the file at 950KB/s constant till the end of it. If he is still getting slow speeds then something is wrong but it won't give him an accurate result on what he really is getting speedwise without boost. This however will allow him to see if his connection is actually working correctly. After that it dropped to over 900KB/s which is still impossible on this tier.
